Councilor Oscar Areola Boling, Sr. is one of the most seasoned leaders in the Sangguniang Panlungsod, having dedicated decades of his life to public service. A civil engineer by profession, he began his career as an Overseas Filipino Worker before returning home to serve his community. From 1988 to 1998, he held three consecutive terms as Municipal Councilor and even became Municipal Mayor by succession in 1998. In 2019, he made his return to the City Council, where he continues to lend his expertise in finance and governance, now serving on his third term as City Councilor for 2025–2028.
Throughout his long years in service, Councilor Boling has consistently shown leadership in both local governance and legislative work. His professional training as a licensed civil engineer gave him a strong foundation for addressing infrastructure and fiscal concerns. Over the years, he has also represented his fellow legislators through active participation in capacity-building programs under the Philippine Councilors League, further enhancing his effectiveness as a lawmaker.
Konsi Oscar is also a devoted family man. Together with his late wife Cecilia Salvatiera Boling, he raised six children who are now successful professionals, including Presiding Judge, RTC Branch 47 – Manila, Michael S. Boling – Former City Councilor & Successful Top Realtor in Canada, Dr. Marifel Joy B. Fabia – Doctor of Medicine, OB-GYN Ultrasound Sub Specialist, May Grace B. Espiritu – Registered Nurse in Canada, Oscar S. Boling, Jr. – Engineer II, 1st Pangasinan Engineering (DPWH), Ronnel Victor S. Boling – B.S. Nursing graduate, Businessman in Canada. Known for his approachable leadership and his enduring slogan, “Boling pa rin!”, he remains committed to carrying on his legacy of service, working tirelessly to uphold the trust and respect of his constituents.
