COUNCILOR APPLE JOY BACAY-TOLENTINO Majority Floor Leader ∇Chairperson, Committee on Tourism, Culture and Arts, and Historical Preservation Councilor Apple Joy Bacay-Tolentino brings youthful energy, business acumen, and a deep passion for public service to the Sangguniang Panlungsod of Alaminos City. A graduate of Business Administration major in Financial Management from the University of Pangasinan, she is also pursuing a Law degree at the University of the Cordilleras to strengthen her capacity as a legislator. Her inspiration to serve comes from her parents—former City Councilor Joseph Bacay and current Provincial Board Member Apolonia Bacay—whose dedication to the people instilled in her the value of servant leadership. Before her election, she worked as Executive Assistant for Tourism Affairs under the City Mayor’s Office, where she helped promote Alaminos as a premier travel destination. In 2022, she was elected as City Councilor and is currently serving her second term. Beyond government service, Councilor Apple Joy is known for her achievements as an ambassadress of goodwill. She proudly represented the Philippines in international pageants, earning 1st Runner-Up in Ms. Asia Global 2018 (India) and 4th Runner-Up in Ms. Great International 2019 (Japan). Locally, she first captured the public’s admiration as Miss Hundred Islands 2016, where she advocated for education, tourism, and the welfare of children. She is active in capacity-building programs, attending numerous legislative and leadership trainings under the Philippine Councilors League and other institutions to further enhance her service. Married to fellow public servant, Municipal Councilor Alvin Tolentino of Burgos, Pangasinan, Konsi Apple Joy balances her roles as a legislator and a wife with grace and determination. At 30, she represents a new generation of leaders who embody optimism, dynamism, and a strong commitment to building a sustainable and people-centered future for Alaminos City. She is the elected PRO of National Movement of Young Legislators Pangasinan Chapter for the term 2025 - 2028. << Back
